The Royal Guard Set is exclusive to The Champions' Ballad DLC Pack. It's a set of Armor originally worn by members of the Royal Guard that can be found as part of the "EX Royal Guard Rumors" Side Quest.

The short answer here is that you can find them in Hyrule Castle and then you can just return to Parcy as soon as you pick up a weapon with the words “Royal Guard's” in the name. There are plenty to pick up as you wander through the castle, so you're bound to come across a few.

The Royal Guard Uniform is found for free in Zelda: Tears of the Kingdom in the Guards' Chamber in Hyrule Castle.
